You must be willing to enforce whatever consequence you have established!
Teachers and supervisors will often set up their consequences to sound scary and intimidating, but then hesitate to enforce them. If you establish a consequence that a student will get detention for a certain misbehavior, or that one of your employees will get suspended for a certain action, then you MUST follow throw when they break your rule.
If you feel like your rule is too harsh, then change it. Inconsistency and/or lack of enforcement of consequences is the kiss of death when it comes to discipline.
